Dear Members of the Greek Board,
Dear Leonidas,
The FISTF Board carefully read your open letter to the Board and to all countries.
We wish to point out, first of all, our dismay at the aggressive attitude of your letter and therefore express the wish
that in the future a better attitude can prevail for the benefit of whole football table movement.
Going into the specific topic of your mail, we ask you to consider that the resolution to postpone the World Cup
in Athens in 2012 is a decision of wisdom and common sense. It is by no means a sanction.
In fact, the responsibility of the Board is to ensure the best possible organization in the best conditions for the
benefit of all Countries. Despite several request for information and interaction with Greek representatives, we found that
the conditions to host the biggest event of the year in your Country for players were not met yet.
We explained those problems to Lazaros Papakonstantinou during our discussion last week and he seemed to
understand our point of view. We tried to pass the message that this decision is a positive one for Greece because your
Country will be in a better position to organize the event in the best way next year. In fact - even if it was the case that
the organisation was further advanced than was being made public, FISTF, despite several request for information, was
not aware of anything confirmed in the organisation leading us to believe there was a serious risk that nothing had been
formally organised for the tournament (apart for the reservation of a domain name for a web site).
In order to avoid that such problems can happen in the future, from now on the World Cup will be under a deeper
supervision and direct responsibility of FISTF. Also for the future editions candidate countries will have to officially answer
a set of specifications and keep FISTF informed on the preparation.
A formal contract will be signed between FISTF and the host country to guarantee everyone’s rights and duties.
Having clarified this, I have however to underline that most of the information in your letter are incorrect.
As already said, first of all concerning the organization of World Cup 2012 the decision taken was agreed in
the Board due to the prolonged lack of information from your Country, despite the several request we sent you. We had,
therefore, to find a different solution in order to guarantee the event would take place and we are not charging you
anything for this late research of a new accommodation. We think you should appreciate this attitude.
The choice of Manchester was finally done through an agreement with the English Football Association who
opened the doors of Manchester City Stadium.
On the contrary of what stated in your letter, we had to find this new location without having any sponsorship for
the event. FISTF, having taken this decision, are looking for a chance to have subbuteo as partner in order to limit the
problems for the delay in organization. There is no other interpretation or occult Financial Regulation as you insinuate in
your comments.

The contract has to be signed yet and a meeting is scheduled with the President and officials from FISTF, the
Stadium and Manchester City with Subbuteo on 12 and 13 March.
Furthermore, concerning the other circumstances specified in your letter, I have to remind you that the average
annual budget of FISTF for 15 years is about 2500 euros ! This money is primarily the result of membership of countries
Vice President for Marketing FISTF, Leonidas Koutromanos is fully aware of the financial situation, sitting in the
Board from many years. It is, therefore, not true at all what you are assuming on contribution of FISTF to Countries
organizing the WC. The fact that you were thinking to organize this event expecting a contribution from FISTF confirms
that our decision was taken just in time. We take this opportunity to confirm once more that such a kind of contribution
was not given in the past and will not be given for the future.
Concerning your other assumptions of expenses you have afforded, we can only observe that – even if effective
- they were not pre-agreed with the international federation, were not documented at all when your federation was
expressly asked for providing evidence of the organization and if really established, can be a base to start working for
next year.
Considering the whole situation, we still feel that your Country can organize WC for next year. However, in order
to be sure that you are really interested in organizing such an event and can fulfill minimum requirements in the interest
of all players, we kindly ask you to provide by September 30th current year a clear evidence on how and where you
will organize it.
As you said in your letter, a delay in organization can cause problems for players in participating to the event for
delay in reservation and we are already facing this problem this year due to uncertainty in your organization (neither
for this at this moment we are charging you anything). We wish everything will be disclosed as soon as possible and in
due time for the event of next year.
Finally, in our telephone calls and conversations we have offered our help. We have repeatedly offered to study
together your financial deadlines and your debts. We did not at any time, insulted and defamed your Board. We ask
you to have the same attitude toward us and to cease to be disproportionate in relation to issues, otherwise we will have
to consider this under our internal regulations in order to avoid any further confusion in our sport. We wish that you can
still contribute to built a new positive climate so to permit us to also help your Country.
The door remains open to discussions. We hope you can look ahead in the interest of your players and football
table, so lets get back to the discussion table with the best intentions.
